Do all waves cause the particles of the medium they travel through to oscillate?

i know that when a wave travels through a medium, its particles oscillate. But as light can travel through a vacuum then i thought this might mean that they do not cause particles to oscillate... Is this the case?

Do all waves cause the particles of the medium they travel through to oscillate?
Correct. The only thing that oscillates in light is electric and magnetic fields.
